MATT CAREY
President & Chief Underwriter
Matt Carey is President & Chief Underwriter at Legacy Capital Mortgage, LLC (“LCM”), where he leads and directs the firm’s FHA-insured multifamily and healthcare lending platform, with a focus on delivering consistent execution for clients while maintaining adherence to HUD standards.
Mr. Carey has nearly 20 years of HUD/FHA experience and more than 25 years in multifamily real estate finance. His experience includes market-rate housing, affordable and LIHTC transactions, and healthcare assets including seniors housing and skilled nursing, with a particular focus on structuring and executing complex transactions within HUD’s regulatory framework.
Prior to LCM, Mr. Carey served as an approved FHA Chief Underwriter at Highland Commercial Mortgage, and Hunt Real Estate Capital, LLC. Earlier in his career, he held senior FHA lending roles at Arbor Commercial Mortgage, Key Bank Real Estate Capital, and Love Funding. Over the course of his career, he has been involved in more than $1.5 billion in closed MAP and LEAN transactions.
Mr. Carey is an approved FHA Chief Underwriter under HUD’s delegated authority program and holds both MAP and LEAN certifications. He is known for his disciplined credit approach, deep program expertise, and ability to execute efficiently in complex regulatory environments.
Mr. Carey is a graduate of Cleveland State University.

STEVE WESSLER
Senior Vice President/Director of FHA Originations
Steve Wessler joined Legacy Capital in March 2026 and serves as Director of FHA Originations. In this role, Steve coordinates with Loan Originators on the platform through client engagement, deal structuring and transactions management. Previously, he worked for 7 years at the CBRE as Senior Vice President of Production. Based in Denver, Mr. Wessler originates multifamily and healthcare loans with a focus on FHA-insured debt and Affordable/Workforce housing. Steve has more than 30 years of experience in multifamily finance.
Mr. Wessler has served on the Board of Directors and Loan Committee of Impact Development Fund (formerly Mile High Community Loan Fund), a Colorado Community Development Financial Institution. Previously, he was a member of the Board of Trustees of Funding Partners. He is also active in Housing Colorado.
Mr. Wessler earned his Bachelor of Science – Business Administration degree from the University of Denver, majoring in Hotel & Restaurant Management.

LEIF OLSEN
VP, Senior Originator
Leif Olsen serves as Vice President / Senior Originator with a focus on Affordable Housing Finance. With more than 15 years of experience in the field, Leif has originated and structured more than $175 million in debt to support the new development and preservation of multifamily affordable housing across the United States. His expertise spans a broad range of financing tools and programs, including Low Income Housing Tax Credits (LIHTC), Section 8 housing, while utilizing lending platforms such as Fannie Mae, Freddie Mac, and HUD. Leif works closely with private developers, housing authorities, and non-profit organizations to create financing solutions that serve both project goals and community needs.
Leif holds a bachelor’s degree from Williams College in Williamstown, MA. He is passionate about expanding access to quality, affordable housing and continues to support initiatives that drive long-term, sustainable impact in underserved communities.

LINDSEY YOUNG
AVP, Originations Associate
Lindsey Young joined Legacy Capital in March 2026 as an Origination Associate. In this role, Lindsey works nationally to help originate multifamily and healthcare loans with a focus on FHA-insured debt and stays actively involved throughout every stage of the transaction process.
Prior to joining Legacy Capital, Lindsey began her career in commercial real estate with CBRE in 2014 as a client services specialist before becoming a production analyst with CBRE’s FHA lending team in 2018. She was then promoted to Lead Production Analyst in 2022 which expanded her roles and responsibilities.
Ms. Young graduated from Florida State University with a Bachelor of Science in Business Administration with a focus on Marketing

CHRISTINA HAWN
Deputy Chief Underwriter
Christina Hawn is Deputy Chief Underwriter at Legacy Capital, LLC. She has a background of over 25 years in commercial real estate including underwriting, closing, servicing and securitization. For the last 10 years, Christina has underwritten MAP and LEAN transactions, with an emphasis on affordable multifamily. Her experience includes HUD 223(f,) 223(a)(7), 221(d)(4) transactions, as well as HUD 202 and 236 conversions. She is knowledgeable in Section 8, LIHTC and senior housing projects.
In addition to FHA underwriting, Christina participated in a short-term workshare opportunity, where she underwrote Freddie Mac small balance transactions.
Christina has held FHA lending positions at Grandbridge Real Estate Capital, Hunt Real Estate Capital (now Lument), and Bellwether Enterprise. Prior to joining the HUD industry, she worked as an Underwriter and Loan Administration & Closing Manager for a CMBS lender.
Christina received her BA from Columbia College.

REBECCA HEATH
Deputy Chief Underwriter
Rebecca Heath is Deputy Chief Underwriter at Legacy Capital, LLC. She has almost 25 years of industry experience in commercial real estate and has been a MAP Underwriter at multiple firms since 2009, with an emphasis on market-rate new construction as well as refinance and Affordable transactions. Before joining Berkadia’s HUD group, she worked as an Underwriter and Processor in the FNMA DUS group at Berkadia and in Seniors Housing. Becky most recently worked at Walker & Dunlop as VP/Underwriting Manager. She has underwritten close to 100 projects totaling more than 15,000 units and $1.7 billion.
Becky graduated with a Bachelor of Arts from Southern Methodist University and a Master of Science in Applied Economics from the University of North Texas. She is active in the Dallas community, currently completing a two-year term as the Vice President of Philanthropy for the Lake Highlands Chapter of the National Charity League and serves as a volunteer driver with VNA Meals on Wheels.

COLIN CRAIN
Closing Coordinator
Colin Crain is the Closing Coordinator for Legacy Capital Mortgage, LLC. A MAP Underwriter and Construction Loan Administrator, he helps projects deal with issues that may arise at concept, closing, during construction or in the servicing phase. His experience includes market-rate housing and affordable/LIHTC transactions. He has been involved in multifamily financing since 2014 and is a member of the State Bar of Texas.
Mr. Crain graduated from the University of Oklahoma with a Bachelor in Business Administration and Baylor University with a Juris Doctorate.

JON MURRY
MAP Underwriter Trainee
Jon Murry is a MAP Underwriter Trainee for Legacy Capital. Jon handles initial screening for FHA transactions, analyzing risks and potential hurdles projects may encounter. Jon also assists with Asset Management as a Construction Loan Administrator, helping construction projects with HUD compliance and escrow management. Prior to joining Legacy Capital in 2019, Jon worked as a Financial Advisor in Dallas.
Jon is a graduate of Ouachita Baptist University and is a lifelong supporter of the Arkansas Razorbacks.
